Government purchasers won another year

Ministry of Economy published a draft decree introducing mandatory rationing in public procurement both in price and in the needs of departments. The White House did not have time to take the project to January 1, 2014, and the State Duma in December 2013 delayed the mandatory deadline for the introduction of rationing in July 2014. In reality, the most significant limitation on public procurement in the federal contract system (FCS) may limit the appetites departments only for the year 2016: a slight delay in the adoption decree gave public customers an extra year of freedom in determining their own needs throughout.
