According to the new paragraph 26 of the Regulation on the Procedure for the Formation and Approval of Procurement Schedules (hereinafter referred to as the Regulation), approved by the Decree of the Government of the Russian Federation No. 1279 dated September 30, 2019, the specifics of procurement planning by customers operating in a foreign country are established.
At the same time, the amount of financial security can be indicated in US dollars. In this case, the "US dollar" is indicated as the unit of measurement in the chart, the OK code 015-94 is not indicated.;
the schedule in the form of a separate purchase includes, among other things, information on purchases that are planned to be carried out in accordance with paragraphs 23, paragraph 26 and paragraph 33 of Part 1 of Article 93 of Federal Law No. 44-FZ of April 5, 2013 "On the contract system in the procurement of goods, works, services for state and municipal needs", in the amount of the annual volume of financial support for the relevant purchases. At the same time, some graphs of the schedule are not filled in. The relevant provision of Law No. 44-FZ is indicated as the name of the object of purchase;

The Government has approved new lists of goods, works and services with benefits for institutions (enterprises) UIS and organizations of disabled people. They are valid from January 1.
We have reviewed almost the entire list of goods for institutions (enterprises) of the UIS. It included 105 positions instead of 27, as it is now, for example:
01.11.1 - hard wheat;
01.13.51 - potatoes;
16.23.11 - windows, balcony doors and their boxes, doors and their boxes, as well as wooden thresholds;
22.29.10 - clothing and accessories.

Law No. 44-FZ Application for participation in procurement

Other documents (work schedule, project documentation, etc.) do not need to be required.
Confirmation of experience exclusively by state contracts
The evaluation rules make it possible to establish as a criterion the experience of executing contracts and contracts under Law No. 44-FZ or under Law No. 223-FZ. Evaluation exclusively for state contracts limits the number of participants.

On December 10, 2021, the State Procurement Committee of the Republic of Tatarstan jointly with the Procurement Development Center of the Republic of Tatarstan JSC held a free seminar "Peculiarities of the application of the national regime in procurement. The Government has changed the list of foreign manufactured goods with restricted access. Among other things, it will include:
* crushed stone;
* some cutlery, in particular spoons and forks;
* electrical transformers.
The grounds for non-application of restrictions and the procedure for confirming compliance with them have also been adjusted.
The amendments will enter into force on December 30, with the exception of certain provisions.

The customer bought garbage bags. In the technical task and calculation of the NMCC, he indicated the unit of measurement as "pcs.", and in the name - "bags in a roll".

The customer refused to fulfill the contract because the company did not deliver the goods on time.

The State Procurement Committee of the Republic of Tatarstan, with the organizational support of the Procurement Development Center of the Republic of Tatarstan JSC, plans to hold a final seminar-meeting for republican customers on December 22, 2021 on the topic: "Procurement in accordance with Federal Law No. 44-FZ of 05.04.2013 "On the contract system in the procurement of goods, works, services for state and municipal needs", including via online broadcast.

The customer did not conclude a contract with the winner because he submitted an incorrect security guarantee.
