UFAS: a contract without an acceptance certificate does not confirm the experience in public procurement with additional requirements

The customer carried out the purchase of works on the preservation of cultural heritage objects (hereinafter 
- OKN). The participant's application was rejected because he submitted a contract without an acceptance certificate to confirm the experience.
According to the participant, the customer acted illegally. Acceptance certificates were not drawn up, since the contract did not require this. This is a common practice for window preservation works.
The supervisors did not support the participant:
- - experience in procurement with additional requirements confirms only a complete set of documents. There are no exceptions for acceptance certificates for the preservation of windows. The customer did the right thing;
- a similar contract was attached to another application along with the acceptance certificate. This means that the participant could have signed it, but the parties themselves determined that this should not be done.
Note that this approach is also applied to the procurement of other works with additional requirements.
