The government has published the procedure by which customers will be able to pay with counterparties directly, without opening a personal account with the Treasury. The document will become effective on July 12, 2022.
Since May 28, 2022, customers have been allowed to pay for contracts with treasury support directly to suppliers, without opening a personal account with the Treasury. Amendments were made to Article 10 of Federal Law No. 384-FZ of 29.11.2021. In order to implement the work of this norm, the Government has developed a special procedure according to which the Treasury will transfer money to suppliers.
The Treasury will transfer funds to the bank accounts of suppliers of construction materials and equipment, the costs of which are included in the estimate. Not only the payment for the delivery will be transferred, but also the advances. The basis for such calculations is a list of building materials and equipment that are necessary for the execution of the contract.
The resolution also lists counterparties that fall under the scope of the resolution:
suppliers of building materials and equipment, the purchase costs of which are included in the estimated documentation. Information about such materials should be included in a special list. The list of materials and equipment is formed by the contractor under the contract and approved by the customer;
suppliers of other goods, if the customers provide the Treasury with documents confirming the delivery, in order to authorize expenses.
Before transferring funds to the participant's bank account, the territorial authority The Treasury Department will check the building materials and equipment according to the list or check the documents according to the order of authorization and the register of documents that confirms the costs.
