Marat Ziatdinov: "The national regime allows us to stimulate the development of domestic production"
Since 2025, public procurement has completely switched to "domestic rails". The national procurement regime has been unified for two main laws: 44-FZ and 223-FZ. Republican customers learned about how to apply the new rules in practice today in Kazan during the seminar "Application of the national regime in 2025 in procurement and TOP 10 customer mistakes."
The educational event is organized by the Procurement Development Center of the Republic. The participants were procurement specialists from both private and public organizations. The seminar was opened by Chairman of the RT State Procurement Committee Marat Ziatdinov.
"The national regime is a set of rules that govern the participation of foreign goods in public procurement. It allows us to stimulate the development of domestic production and support the economy of our country. Today, the regional information system in the field of procurement includes over 8 thousand positions that have been worked out in accordance with the legislation. Goods are purchased centrally through our committee," Chairman of the State Procurement Committee of the Republic of Tatarstan Marat Ziatdinov addressed the audience.
The main speaker of the seminar was federal expert Tatiana Trefilova. A professor of the Department of Regulated Procurement with 20 years of teaching experience, a leading Russian specialist and business coach in the field of government and corporate procurement presented a rich program on the main stages of procurement in accordance with current regulatory requirements.
She provided explanations and practical recommendations on issues such as prohibitions and restrictions, the advantages of Russian goods and services, the use of national treatment in non-competitive procurement methods, the specifics of procurement for the needs of the country's defense, customer errors at the stages of the procurement cycle, etc. Upon completion of the educational event, all participants will receive certificates of completion.
