The methodology for calculating the cost of project work for objects with a special status has been updated

The Ministry of Construction of Russia has published a document that introduces changes to the Methodology for determining the cost of work on the preparation of project documentation (approved by Order No. 707/pr dated 01.10.2021).

The key innovation is that for capital construction projects with a special status (defense, security, facilities of the Armed Forces of the Russian Federation, state security), a correction factor of 1.3 is set to the standards for project costs. This applies to facilities that are designed and built in parallel.

The validity period of the increased coefficient is limited — until December 31, 2026 inclusive.

The effective date is 10 days after the date of the official publication of the order (from May 17, 2026).
