igitalization of public procurement, import substitution, implementation of national projects and educational programs for customers were discussed today at the final board of the State Procurement Committee of the Republic of Tatarstan in Kazan.
"Over the past four years, Tatarstan has faced a number of serious external challenges: the coronavirus pandemic, unprecedented sanctions pressure related to a special military operation, and, as a result, economic restructuring. Nevertheless, the state order has demonstrated its resilience to economic challenges and has adapted to new realities in a short time, while maintaining the volume of public procurement," Chairman Marat Ziatdinov said.
He focused on the main procurement indicators for 2024. Over the past period, Tatarstan's customers have published more than 36,000 notices totaling 166 billion rubles. Budget savings are estimated at 4.9 billion rubles. As part of the implementation of national projects, 1,366 contracts worth 43.3 billion rubles were signed.
Marat Ziatdinov also informed about the innovations of 2025. The national regime has been unified since January 1. Now, in some cases, customers are required to purchase goods of domestic production, information about which is provided on the websites of the register of Russian industry.
"The emphasis is on providing advantages to Russian manufacturers and supporting the domestic economy. The innovations are designed to simplify the procurement process and strengthen control over the participation of foreign goods," stressed the chairman of the department.
Niyaz Gazeev, General Director of the RT Procurement Development Center JSC, noted in his speech the level of qualifications of contract managers and contract service employees. In 2024, 46 educational events were held with a total coverage of more than 2,000 procurement participants. Zonal educational seminars are organized in 2 municipal districts. This year, it is planned to hold 4 more educational events in Naberezhnye Chelny, Nizhnekamsk, Almetyevsky and Chistopolsky municipal districts.
The meeting was summed up by the First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin. He noted that in the context of economic sanctions imposed on the country, the procurement system is becoming especially important for ensuring sustainability and development.
"Today, procurement has become a full-fledged part of government regulation. Centralized procurement conducted by the State Committee has proven itself positively. We must understand that the effectiveness of procurement is determined not only by budget savings, but also by the quality of the purchased products," said Rustam Nigmatullin.
In order to avoid violations, according to him, daily methodological support of participants in this field is needed. Procurement monitoring and the work of regulatory authorities contribute to reducing corruption.
