The State Procurement Committee took part in the VI Interregional Forum on Public-Private Partnership
On November 27-28, 2023, a two-day VI Interregional Forum on Public-Private Partnership was held in Kazan in the Bashir Rameev IT Park. The event was organized by the Investment Development Agency of the Republic of Tatarstan, which is the authorized body for the implementation of public-private partnership projects in the Republic of Tatarstan.
On the first day of the Forum, plenary sessions were held on the successful implementation of public-private partnership projects in the field of IT, industry and healthcare, as well as regulatory and legal regulation of public-private partnership.
The key topics of the second day of the forum were the discussion of the use of the offset contract mechanism, as well as the discussion of public-private partnership projects in sports, education and housing.
Chairman of the State Procurement Committee of the Republic of Tatarstan Ruslan Sabirov took part in the Forum, and also spoke on the second day as a speaker at the plenary session on the use of the offset contract mechanism, where he said that the possibility of concluding contracts with counter investment obligations has been provided for by Law 44-FZ since 2016, but most regions have not been able to to realize such an opportunity. He outlined the reasons that prevent this, and also voiced proposals that will allow the offset contract mechanism to be implemented more widely, including through changes in federal legislation in the field of procurement and public-private partnership.
