How to check the availability of radio-electronic products in the relevant register in order to comply with the requirements of Resolution No. 878?
Specialists of the Ministry of Industry and Trade of Russia explained that the unified register of Russian electronic products in electronic form is posted on the website of the state information system of industry at https://gisp.gov.ru/pprf/marketplace/#/products. At the same time at the address https://gisp.gov.ru/pp719v2/pub/prod/rep/ the specified register is placed taking into account the implementation of a system for dividing radio-electronic products into two levels. Thus, for the purposes of applying information from the register, it is possible to use information posted on the website of the state information system of industry at the specified addresses. At the same time, the corresponding telecommunication equipment does not constitute a separate register, but is part of the unified register of Russian radio-electronic products.
Recall that according to paragraph 3 of the Decree of the Government of the Russian Federation of 10.07.2019 N 878 "On measures to stimulate the production of radio-electronic products on the territory of the Russian Federation in the procurement of goods, works, services for state and municipal needs, on amendments to the Decree of the Government of the Russian Federation of September 16, 2016 No. 925 and invalidation of certain acts of the Government of the Russian Federation" (hereinafter referred to as Resolution No. 878) when purchasing radio-electronic products included in the list approved by this resolution, the customer rejects all applications containing proposals for the supply of radio-electronic products originating from foreign states (with the exception of states – members of the Eurasian Economic Union), provided that one (or more) application has been submitted for participation in the procurement that meets the requirements of the notification, containing a proposal for the supply of radio-electronic products, the country of origin of which is only the member states of the Eurasian Economic Union. By virtue of paragraph 3.2, paragraph 3.3 of Resolution No. 878, if the restrictions provided for by Resolution No. 878 are established during the procurement, in order to confirm the country of origin of radio-electronic products, the procurement participant must specify (declare) in the application the number of the registry entry from the unified register of Russian radio-electronic products or the Eurasian register of industrial goods.
