The State Duma in the third reading adopted a bill on amendments to the Code of Administrative Offences of the Russian Federation

On 20.07.2023, the State Duma in the third (final) reading adopted a bill that clarifies administrative liability for violations related to manifestations of monopolistic activity in digital commodity markets.
According to the draft law, an aggravating circumstance in the imposition of administrative punishment is the use of a program for electronic computers for the purpose of committing such offenses, which allows making decisions (performing actions) aimed at executing such an agreement in an automatic mode (without human participation).
In addition, the draft law establishes the following liability measures for repeated failure to comply with the antimonopoly authority's instructions:
- disqualification of officials for a period of one to three years;
- imposition of an administrative fine on legal entities in the amount of twice the amount of the previously imposed administrative fine for committing an administrative offense.
