On January 19, 2023, the final meeting of the Board of the State Procurement Committee of the Republic of Tatarstan "On the activities of the State Procurement Committee of the Republic of Tatarstan in 2022 and plans for 2023" was held with the participation of First Deputy Prime Minister of the Republic of Tatarstan R.K.Nigmatullin.

Chairman of the State Procurement Committee of the Republic of Tatarstan R.N.Sabirov made a report "On the activities of the State Procurement Committee of the Republic of Tatarstan in 2022 and plans for 2023".

At the beginning of the report, the main changes in legislation in the field of procurement are highlighted.

Thus, by Law 46-FZ of March 08, 2022, regions are given the opportunity to establish additional cases of procurement from a single supplier, as well as to determine the procedure for procurement in such cases.

Also, the subjects of the Russian Federation have the right to make decisions on changing the essential terms of the contract.

Since January 1, 2022, the Rules for the development of Standard contracts, standard contract terms, approved by a Government decree, have become invalid.

Information is also provided, including statistical data, on the results of the work carried out in 2022. In particular:

I. The procurement indicators that were achieved by the end of 2022 are presented.

According to the Unified Information System in the field of procurement, in accordance with the Law on the Contract System, the republic's customers have published notices totaling more than 233 billion rubles. Budget savings based on the results of concluded contracts amounted to almost 2%. Including municipal customers published notices in the amount of 30 billion rubles. Budget savings based on the results of concluded municipal contracts amounted to 4%.

At the end of the year, contracts worth 261 billion rubles were signed, including municipal customers worth almost 37 billion rubles.

The amount of contracts concluded with small businesses amounted to almost 95 billion rubles at the end of the year.

As part of the performance of its functions, the State Committee carried out 970 centralized purchases worth more than 7 billion rubles. Including centralized purchases for catering for preschool institutions in 10 municipal districts of the republic in the amount of 515 million rubles and for the supply of dairy products in the amount of 378 million rubles.

Of the total volume of purchases carried out, more than 63% of contracts were concluded with republican suppliers-performers.

According to the results of the procurement procedures, the level of budget savings of 7% has almost been achieved.

Within the framework of agreements for individual legal entities, the State Committee placed 516 purchases totaling more than 8 billion rubles.

II. Information is provided on the modernization and refinement of the Regional Information System in the field of procurement (hereinafter referred to as the System) implemented in 2022.

The most significant results of this work in 2022 were:

First, The Integration Of the System:

- with the Exchange platform of JSC "Agency for State Order of the Republic of Tatarstan";

- with the electronic document management system in the field of procurement of the Republic of Tatarstan;

- with a system for checking tax debts.

Secondly, the System has been improved in terms of the implementation of the following functionality:

- exchange of messages between users of the system – allows you to quickly receive information to Authorized bodies from customers, for example, when coordinating positions on goods and receiving requests for clarification.

- module "Calculator for calculating the timing of electronic procedures".

- the subsystem of procurement of medicines, with which customers can correctly generate procurement notices based on the created applications.

- additional procurement reports – allow you to quickly analyze information about purchases, study and systematize the law enforcement practice of control bodies in the republic.

III. The results of monitoring purchases carried out by customers of the Republic of Tatarstan with an initial (maximum) price of over 50 million rubles are presented.

As part of the procurement monitoring by the end of 2022, the State Committee revealed 15 violations. At the same time, the analysis of violations showed that customers equally commit violations when describing the object of purchase, establishing criteria for evaluating applications and additional requirements, as well as in connection with the unlawful rejection of applications from procurement participants.

Monitoring of competitive procedures revealed violations in 19 municipal districts.

IV. Information on methodological support of the republic's customers is provided.

Based on the results of the analysis of the testing and generalization of questions received by the "Hotline" and "Hot Mail", the State Committee develops methodological materials, including on the basis of which the Procurement Development Center draws up and corrects training programs for customers of the republic.

In addition, automated testing is carried out in order to determine and maintain the qualifications of specialists in the field of procurement.

A total of 3,722 specialists took part in the testing in 2022.

V. Implementation of the project "Personnel reserve for the development of procurement of the Republic of Tatarstan".

In 2022, in accordance with the instructions of the Permian Minister of the Republic of Tatarstan R.K.Nigmatullin, in order to train specialists in the field of procurement and contract managers and form a republican reserve of these personnel, the State Committee, together with the Procurement Development Center, launched the project "Personnel Reserve for the development of procurement of the Republic of Tatarstan".

According to the results of 2022, 6 educational events were held for the Personnel Reserve project, in which 15 specialists took part, 1 specialist was employed.

VI. Since January 11 of this year, work has already begun on the implementation of the project on the formation of a Unified directory of goods, works and services

VII. Information is provided on measures aimed at reducing corruption violations.

Public procurement is an important instrument of state regulation, with the help of which economic, social and other tasks are implemented in priority areas of national policy. But at the same time, the procurement sector is particularly vulnerable to corruption.

In this regard, an important area of activity of each customer is the implementation of a set of measures aimed at reducing corruption violations and generally ensuring the prevention of abuse and corruption in the field of procurement.

For its part, the State Committee ensures the implementation of the state program "Implementation of the anti-corruption policy of the Republic of Tatarstan for 2015-2024".

Prospects for the development of the contract system in the Russian Federation" (via videoconference), Minister for Regulation of the contract system in the Field of Procurement of the Perm Region A.S.Zarubin with a report "Procurement practice of the Perm Region", Director of the Directorate for Competition Policy and Procurement of the City of Kazan I.I.Salimzyanov with a report "Procurement practice of the city of Kazan", Deputy Director General JSC "Agency for State Order of the Republic of Tatarstan" A.V.Kryzhanovsky told about the work of the Republican Marketing Center of the Republic of Tatarstan.
