On December 14, 2020, from 12.00 to 20.00, in accordance with the instructions of the President of the Russian Federation, the All-Russian Day of Reception of Citizens will be held in the state and local authorities of the Russian Federation.
In the State Committee of the Republic of Tatarstan for procurement, the reception will be held at the address: Kazan, st. Petersburg, 86, 1st floor.
The competence of the State Procurement Committee of the Republic of Tatarstan includes the solution of the following issues:
1.implementation of measures to regulate the contractual system in the field of procurement of goods (works, services) for the needs of customers of the Republic of Tatarstan;
2. ensuring the implementation of state policy in the field of procurement of goods (works, services) for the needs of customers of the Republic of Tatarstan;
3. implementation of methodological support for the activities of customers of the Republic of Tatarstan, carrying out purchases to meet the needs of the Republic of Tatarstan;
4. implementation, in the manner prescribed by the Federal Law of April 5, 2013 No. 44-FZ "On the contract system in the procurement of goods, works, services to meet state and municipal needs", the functions of determining suppliers (contractors, performers) in order to conclude state contracts with them, customers of the Republic of Tatarstan, as well as other civil contracts in any form:
- for the supply of certain types of goods, the performance of certain types of work, the provision of certain types of services for the needs of customers of the Republic of Tatarstan in accordance with the Detailed list of centrally procured goods, ordered works and services for the needs of customers of the Republic of Tatarstan, approved by the Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated 28.08.2008 No. 615 (hereinafter referred to as the Detailed List);
- for the supply of goods (works, services) (except for cases of supply of goods (works, services) in accordance with the Detailed List) for the needs of customers of the Republic of Tatarstan, specified in the List of state customers of the Republic of Tatarstan and budgetary institutions of the Republic of Tatarstan, for whose needs the State Committee The Republic of Tatarstan for procurement carries out the functions of determining suppliers (contractors, executors);
5. determination of suppliers (contractors, executors) on the basis of an agreement between the Republic of Tatarstan and a municipal entity for municipal customers, municipal budgetary institutions;
6. holding joint tenders and auctions in accordance with the law;
7. increasing the efficiency of planning and spending of funds from the budget of the Republic of Tatarstan, off-budget sources of financing and funds of budgetary institutions of the Republic of Tatarstan (regardless of sources of financial support) in the procurement of goods (works, services) for the needs of customers of the Republic of Tatarstan;
8. inventory, standardization, optimization of the needs of customers of the Republic of Tatarstan and their subordinate institutions (if any) in goods, works and services;
9. development of fair competition, publicity and transparency in the procurement of goods (works, services) for the needs of the Republic of Tatarstan, ensuring the rights and legitimate interests of participants in the procurement of goods (works, services).Dear citizens
