The Ministry of Finance has updated the list of banks for independent guarantees under 44-FZ
The Russian Ministry of Finance has expanded the list of banks that have the right to issue independent guarantees to secure applications, fulfill contracts and guarantee obligations under Law No. 44-FZ. The current version of the list was approved on May 7, 2026.
Five credit institutions of the Republic of Belarus have been added to the list:
JSC "Belagroprombank"
JSC Belvnesheconombank
JSC "Belarusian People's Bank"
JSC Belinvestbank
CJSC "Bank trading Capital"
The list now includes 231 banks. Customers are required to accept independent guarantees only from banks included in this list. If the guarantee is issued by a credit institution that is not on the list, the customer has the right to refuse to accept it.
We remind you that the list is formed according to the rules of paragraph 1, part 1, Article 45 of Law No. 44-FZ.
