The meeting was also attended by the Deputy Director of Department of budget policy in the sphere of the contract system of the Ministry of Finance of the Russian Federation Dmitry Gotovtsev a report "Practice of application legislative changes in procurement in 2019-2020," the Chairman of RT State Committee on tariffs of A. S. Grunichev a report "Practice of application of procurement legislation in the tariff regulation of the Republic of Tatarstan" and the coordinator of the onf project "For fair procurement" in the Volga Federal district Vladimir Needin with information about the importance of public control in the contract system in the field of procurement."

The Chairman of the state Committee of the Republic of Tatarstan on procurement O. A. Redko made a report "on the activities of the State Committee of the Republic of Tatarstan on procurement in 2019 and plans for 2020".

The report notes that the effective operation of the procurement system ensures rational, legal and fair spending of budget funds, including those aimed at implementing state and municipal programs of social and economic development, as well as strengthening and successful development of the economy of the Republic and the country as a whole.

Thus, today the public procurement system is a mandatory element of managing public finances and other resources of the public sector of the economy. That is why the State procurement Committee of the Republic of Tatarstan (hereinafter – the State Committee) ensures the improvement of the procurement system of the Republic of Tatarstan through the introduction and application of digital technologies, centralization of purchases, monitoring in the field of procurement, and organization of methodological support for customers at all levels.

Public administration cannot exist without appropriate legal regulation, and its development and improvement is ensured, including with timely changes in legislation.

The field of public procurement is no exception. Since the adoption Of the law on the contract system, amendments have been made annually to improve the quality and efficiency of procurement procedures. In total, more than 65 Federal laws have been developed since 2014.

As part of its activities, the State Committee in 2019 prepared proposals to change the legislation in the field of procurement in terms of changing the terms of consideration of participants ' applications for joint and centralized purchases. This will improve the quality of work of customer commissions and authorized bodies, and will lead to a decrease in violations. In order to justify the need for the adoption of the law, a survey was conducted among the regions of the Volga Federal district, according to which 71% supported the adoption of such changes.

In 2019, 18 violations were detected by the State Committee based on the results of monitoring purchases made by customers of the Republic of Tatarstan with an initial (maximum) price of more than 50 million rubles.

Based on the analysis and systematization of information obtained during the monitoring of purchases, the State Committee develops methodological recommendations for customers of the Republic, and this information is also taken into account when implementing educational programs in the field of public procurement, which helps to reduce the number of violations in the future. 

Digital technologies are actively included in the sphere of public procurement, which not only ensure the openness and transparency of the contract system, but also contribute to improving the efficiency of the use of budget funds and the effectiveness of public administration activities.

Thus, the electronic document management System in the procurement sector of the Republic of Tatarstan, which was introduced in 2016, is the first system in the country that provides a legally significant exchange of primary documents between customers and suppliers based on the results of delivery of goods, works, and services.

More than 6500 users are registered in the system. All customers in Russia, and from January 01, 2020, including all commercial organizations, use the System at no cost.

Automation of the procurement process in the Republic is provided by the Regional information system in the field of procurement, which is being updated and refined on a regular basis. In order to improve the procurement system in 2020, it is planned to:

- creating a document and contract designer;

- improvement of the mechanism for justifying the initial (maximum) contract price with additional functionality that will strengthen control by comparing the prices of goods under previously concluded contracts;

- improvement of the functionality that ensures the implementation of purchases by individual legal entities in accordance with the 223 Federal law.

Automated testing is conducted annually to determine and maintain the level of knowledge of customers ' specialists in the field of procurement. In total, more than 3,000 procurement specialists took part in 2019.

Within the framework of methodological support, the State Committee, together with the procurement development Center of the Republic of Tatarstan, annually organizes advanced training courses and seminars for specialists and managers of organizations engaged in procurement in accordance with the law on the contract system, and thematic seminars on 223 Federal law.

At the end of 2019, 33 educational events were held, which were attended by more than 2000 specialists from customers and procurement participants.

In order to determine the direction of development of the procurement system of the Republic of Tatarstan, the State Committee took part in the 15th all-Russian Forum-exhibition "state ORDER". The main topic of the forum was the transfer of all economic processes to a digital platform.

State and municipal purchases are made at the expense of taxpayers, so the efficiency of their spending is one of the most important tasks of each customer. In this regard, the State Committee ensures the implementation of the state program "Implementation of the anti-corruption policy of the Republic of Tatarstan for 2015-2022".

In order to strengthen the control carried out by customers, the State Committee provides methodological and consulting support on issues related to the execution of the contract, acceptance of goods, works, and services. Developed:

- rules of acceptance of goods, works, services;

- regulations for acceptance of consumables for office equipment;

- together with the Office of Rospotrebnadzor in the Republic of Tatarstan and The office of the Federal Antimonopoly service in the Republic of Tatarstan, the regulations for food acceptance are maintained in an up-to-date state.

According to the Unified information system, in accordance with the law on the contract system, customers of the Republic published purchases totaling 155.7 billion rubles. Budget savings based on the results of concluded contracts amounted to 3.1%. Including municipal customers published purchases totaling more than 26 billion rubles. Budget savings based on the results of concluded contracts amounted to 5.6%.

The volume of purchases from small businesses in 2019 amounted to almost 17 billion rubles.

Contracts for small-scale purchases totaling more than 13 billion rubles were signed, which is 8.5 % of the total value of the contracts.

As part of its functions, the State Committee carried out 1,047 centralized purchases for a total of 5.6 billion rubles in the period from January 1 to December 31, 2019. Of these, 76.8 per cent of contracts concluded with Republican organizations. Budget savings based on the results of procurement procedures amounted to 7.3 %.

Within the framework of agreements for individual legal entities, the State Committee placed almost 1,700 purchases for a total of 22.8 billion rubles. Budget savings based on the results of competitive purchases amounted to 14.5%.

In 2019, the Republic continues to centralize food purchases for socially important institutions of the Republic, including updating the List of food products purchased by state organizations of the Republic, approved by the resolution of the Cabinet of Ministers of the Republic of Tatarstan dated 25.09.2017 No. 715.

In accordance with the decisions of the President of the Republic of Tatarstan Rustam Nurgalievich Minnikhanov, the State Committee conducts centralized purchases for the provision of catering services for pre-school institutions of municipal districts of the Republic of Tatarstan and for the supply of dairy products for the needs of all socially important institutions of the Republic.

In 2019, in order to improve the efficiency of work on rationing certain types of goods, works, and services, the State Committee standardized purchases of furniture and some computer equipment.

Standardization measures have made it possible to meet the needs of customers when purchasing furniture and computer equipment in the most rational way. In addition, the General standard for technical tasks reduces labor costs for preparing procedures, eliminates errors in the preparation of purchases, minimizes the human factor, and increases the presence of bona fide suppliers on the market, including representatives of small businesses.

In 2020, it is planned to continue standardizing the characteristics of centrally purchased goods, extending this mechanism to office equipment, equipment, computer equipment, network equipment and software.

Every year, within the framework of the national procurement transparency rating project, the Republic of Tatarstan is awarded the highest rating in the class of state customers at the regional level - "Guaranteed transparency".

This fact confirms the correctness of the chosen vector of movement for the development and improvement of the procurement system of the Republic of Tatarstan.

04 December 2019 in Kazan held a national forum in the field of procurement with participation of Tatarstan President Rustam Minnikhanov, Deputy head of the Federal Treasury of Teymurazovna Anna Katamadze, the representative of the Federal Antimonopoly service of the Russian Federation, representatives of authorities of subjects of the Volga Federal district, Republic of Tatarstan, customers, NGOs, suppliers.

The forum became a platform for an open "direct dialogue" between the defining participants of the state and municipal procurement system: regulators, supervisors, customers, procurement participants, as well as for sharing experience in solving complex problems in the field of procurement for state and municipal needs.
