The Ministry of Industry and Trade of Russia informs about changes in the decree of the Government of the Russian Federation No. 719. The document introduces criteria for confirming Russian origin for composite materials used in construction and industry. The new rules will come into force on January 1, 2027.
Items for the following types of products will be added to the annex to Resolution No. 719: laminates made of polymer composites, carbon fabrics and meshes, carbon bundles, carbon fiber tapes.
To recognize Russian products, a manufacturer must have the rights to regulatory and technical documentation (that is, have the legal right to use technologies and standards) and perform key technological operations on the territory of the Russian Federation.
Today, there are practically no manufacturers of these materials in the register of Russian industrial products. This makes it impossible to apply the mechanisms of the national regime in procurement under 44‑FZ and 223‑FZ.
The new rules will allow customers to set limits on the admission of foreign composite materials and take advantage of domestic suppliers.
