Standard conditions are planned to be used in the procurement of construction, reconstruction, overhaul, demolition of a capital construction facility and the preservation of cultural heritage sites.

Since November 4, certain legislative acts in the field of procurement have been amended. The changes affected the procedure for concluding and amending contracts, as well as procurement from a single supplier. The main package of amendments is valid from the date of official publication of the document.

According to the procedure for evaluating applications, participants had to not only confirm the experience with documents, but also fill out a table according to the form.

On November 01, the Cabinet of Ministers of the Republic of Tatarstan held a briefing on measures of economic support for business to ensure the stability of the Russian economy in conditions of partial mobilization.

Ruslan Sabirov, Chairman of the State Procurement Committee of the Republic of Tatarstan, spoke about the measures taken to support entrepreneurs in the field of procurement.
In particular, the Chairman noted 3 key points:

Among other things, they plan to change the duration of anti-crisis measures on the right of the customer not to establish security for the performance of the contract and warranty obligations. The government extended for 2023 the procedure for changing the essential terms of contracts that cannot be fulfilled due to circumstances beyond the control of the parties.

Government contractors were punished for checking participants for the status of a small business entity or a Socially Oriented Non-Profit Organization. The parties entered into a contract for design work. According to its terms, the customer sent the result for state expertise. With a positive conclusion, he made out the acceptance. The moment of completion of work determined the date when the customer signed the acceptance certificate.

According to the terms of the purchase, the participants had to include in the price offer a summary table of the cost of work according to the forms. It indicated, in particular, information about the product and its spare parts, packaging, as well as the contractor's expenses, which affect the price of the contract.
