The Ministry of Industry and Trade recalled the specifics of the acceptance of goods, the purchases of which are subject to prohibitions and restrictions on the admission of foreign products
The specialists of the Ministry in their letter, in particular, noted that the registry entries from the registers provided for by the Decree of the Government of the Russian Federation of 30.04.2020 N 616 should be valid only at the stage of submitting an application by a participant for participation in the procurement or at the stage of concluding a contract. At the same time, when transferring the goods, the supplier is currently obliged to provide the customer with documents confirming the country of origin of the goods provided for in paragraph 3 of paragraph 9 of the Decree of the Government of the Russian Federation of 30.04.2020 N 617 (hereinafter - Resolution N 617). However, the authors of the letter note that the Ministry of Industry and Trade of Russia has developed draft amendments to Resolution No. 617, including the exclusion of paragraph 3 of paragraph 9 of the said resolution.
In addition, the letter emphasizes that the decree of the Government of the Russian Federation of 10.07.2019 N 878 does not provide for the supplier's obligation to provide the customer with documents confirming the country of origin of the goods when transferring the goods.
