The procedure for purchasing goods subject to the ban established by Resolution No. 616 may be simplified

28 March 2023, Tuesday

Specialists of the Ministry of Industry and Trade of Russia propose to exclude the obligation of the supplier to provide the customer with documents confirming the country of origin of the goods, on the basis of which the delivered products were included in the relevant register of domestic or Eurasian products, provided for in paragraph 1 of paragraph 10.3 of the Decree of the Government of the Russian Federation dated 30.04.2020 No. 616 (hereinafter referred to as Resolution No. 616), when transferring the goods. It is assumed that these changes will come into force from the date of the official publication of the relevant decree of the Government of the Russian Federation.

Recall that Resolution No. 616 establishes a ban on the purchase of foreign-made industrial goods provided for in the list attached to this resolution. At the same time, the rule currently applies, according to which, when executing the contract, the supplier, when transferring the goods (results of work), is obliged to provide the customer with the relevant documents provided for by the Decree of the Government of the Russian Federation of 17.07.2015 N 719, the decree of the Government of the Russian Federation of 10.07.2019 N 878 or the decision of the Council of the Eurasian Economic Commission of 23.11.2020 N 105.

Document: Draft Decree of the Government of the Russian Federation "On Amendments to the Decree of the Government of the Russian Federation of April 30, 2020 No. 616" (prepared by the Ministry of Industry and Trade of Russia on 03/15/2023)
