State procurements: the government has defined what works the contractor has to perform independently

In the Resolution N 570 types and amounts of works on construction and reconstruction of objects of capital construction which the contractor is obliged to carry out independently without involvement of other persons are established.
The document won't affect purchases, notices on which carrying out are placed in EIS or invitations to participation to whom are sent before date of its entry into force. Also he won't concern the contracts concluded before this date.
In total the government list had included 34 types of works among which - the device of the bases and the bases, construction of the bearing designs.
From the approved list the customer will have to include possible types and amounts of works in documentation on purchase, subject to independent performance.
The customer will determine concrete types and amounts of works from among possible by the proposal of the contractor and to include them in the contract. The price of these types of works proceeding from their estimated cost in cumulative value terms has to make:
- not less than 15% of the contract price - from the date of entry into force of the Resolution N 570 till July 1, 2018;
- not less than 25% of the contract price - since July 1, 2018.
If the contractor doesn't fulfill properly the obligation to independently perform the specified works, he will be threatened by a penalty of 5% of the cost of these works. The relevant amendments are made to "Resolution" N 1063.
