Ministry of Economic Development: within one purchase on 223-FZ customer can sign several contracts

According to department, the customer has the right to enshrine such opportunity in the provision on purchase. A conclusion is based on the provisions of the law N 223-FZ. According to them customers establish an order of preparation and holding procurement procedures, conditions of their application, an order of the conclusion and performance of contracts independently in the provision on purchase.
In the letter the ministry notes that it is necessary to observe antimonopoly requirements. So, when carrying out purchases actions which bring are forbidden or can lead to prevention, restriction or elimination of the competition.
The designated position of the Ministry of Economic Development not new. Department adhered to the similar point of view and earlier, considering a question of the publication of data on purchase in EIS.
