New rules for the repair and maintenance of federal highways have been approved
The Government of the Russian Federation has approved new rules for the repair and maintenance of federal highways. The previous procedure (Resolution No. 1737 of 10/26/2020) is no longer valid.
The document establishes a uniform procedure for the organization and performance of work:
• repair — restoration of road characteristics without changing the design
• content — diagnostics, care, traffic safety
The mandatory sequence is fixed: first, diagnostics, then the development of design and estimate documentation, then the execution of work and their acceptance, with priority given to work affecting safety. Annual road construction programs are being formed, on the basis of which road owners conclude contracts under 44-FZ and 223-FZ.
The transfer of land plots to the contractor, the organization of traffic for the period of repair and maintenance of temporary roads are separately regulated.
The new rules will come into force on September 1, 2026.
