The government has delegated powers to the Ministry of Economic Development on regulation of state procurements to the Ministry of Finance

Since April 25 the corresponding changes made to the Provision on the Ministry of Finance come into force. The ministry will develop state policy and to regulate the sphere of purchases on 44-FZ.
Amendments have added functions of the specified department. Among the most noticeable innovations - powers on adoption of the following normative legal acts:
order of coordination of a possibility of the conclusion of the contract with the only supplier, contractor, performer;
standard provision (regulations) on contract service;
order of formation of an identification code of purchase;
uniform requirements to functioning of electronic platforms.
Besides, the Ministry of Finance will provide including formation and maintaining in EIS of the catalog of goods, works, services.
We will remind, before delegation of power the contract system in the sphere of purchases on 44-FZ was regulated by the Ministry of Economic Development. These powers are excluded by the considered changes from maintaining this ministry.
