Modernization of public procurement: the transition to electronic trading

In Economic Development of Russia held an enlarged meeting chaired by Deputy Minister of Economic Development Eugene Yellin to discuss the transition to electronic procedures for identifying suppliers (contractors,) for state and municipal needs. Consequential amendments to the federal law "About the contract system in the sphere of procurement, works and services for state and municipal needs".

The event was attended by representatives of federal executive bodies of subjects of the Russian Federation, the operators of electronic platforms, the largest providers, as well as experts, including members of the working group of the Expert Council of the Government to improve public procurement and public investment. The Working Group participated in the drafting of a law on the contract system, as well as testing of certain of its provisions in the pilot regions and the state corporation "Rosatom". On the instructions of Prime Minister Dmitry Medvedev, the Expert Council also conducts methodological and information support 44-FL.

The transition to electronic procedures provide an opportunity to apply 24 hours a day from any region, to implement automated monitoring of the implementation of procurement, as well as to reduce costs and to reduce the risk of corruption, "- said Eugene Elin.

Since January 1, 2015 in electronic form will be transferred all purchases of federal customers. On July 1, 2015 electronic procedures will launch entities and municipalities, but if desired, they can transfer their purchases in electronic form at the same time with federal customers.

Purchase volume in 2013 amounted to 5.9 trillion rubles, including 58% of which (3.4 trillion rubles) fell on electronic auctions, and 21% (1.24 trillion rubles) - to be purchased in paper form.

According to our estimates, the volume of purchases in 2015 will amount to 10 trillion rubles, of which 8 trillion rubles will be the volume of e-procurement ", - said the director of the Department of the contract system Maxim Chemerisov.

According to the amendments, the electronic competition will be held as follows:

- Applications are filed participants through electronic trading platforms;

- Customer first considers the first part of the applications, which contain information about the quality of the offered goods, works and services, but retaining anonymity of purchase;

- After consideration of the first parts of applications generated protocol, which specifies who is admitted or not admitted to the next stage, which points to the evaluation of the quality of each participant received and how much was the best score. These data all participants purchase notifies electronic platform, but it does not tell you how many filings and any points gained other participants;

- Then there is a "Rebidding." Her party, after data on their scores at will may reduce the price indicated in the application originally. Prices are formed on the basis of "rebidding" fixed electronic platform as the final price offers each participant;

- Then already considered the second part of the application, containing data about the participants and their qualifications. Here it is revealed anonymity of purchase. Following consideration of the second part is formed by the final application protocol in which each participant will receive a place in the overall rankings;

- Followed by the conventional procedure of conclusion of electronic contracts.
