Key changes:
1. The list of cases has been expanded, in which the specifics of the definition of NMCC do not apply.
Now, the specifics of the definition of NMCC provided for in subparagraph 7 of Resolution No. 1875 do not apply to purchases of goods for which prohibitions and restrictions have not been established in accordance with subparagraphs "i" and "k" of paragraph 4.
2. The regulatory framework has been updated.
In sub-paragraphs "d", "r" and "u" of paragraph 4 of Resolution No. 1875, the reference to Order No. 2406-r was replaced by paragraph 6 of Article 4 of the Federal Law "On the Circulation of Medicines". We remind you that Order No. 2406-r will become invalid on February 24, 2026.
3. Extended transition periods
The deadline for posting notices on purchases of medical devices and medicines, for which a transitional procedure for confirming the country of origin is in effect, has been postponed.
4. The introduction of new requirements has been postponed
The entry into force of subparagraph "f" of paragraph 4 of Resolution No. 1875 (on the specifics of reviewing applications for the supply of strategically important medicines) has been postponed from January 1 to July 1, 2026.
All of these changes came into force on January 1, 2026.
