About possibility of postponing the selection of federal stock exchange

Unofficially Government set a new deadline of the selection of electronic platforms for the work under the state order - it is expect that the list of the selected operator is defined only after a year. Transferring selection procedures need to explain the first run in electronic form such an essential part of government auction as contests - they completely cease to be "paper" only in 2015.

Earlier, the Ministry of Economy proposed to carry out a fully electronic form not only auctions, but contests that with the introduction of the contract system had become the main way of the state order. Under the Draft bill, presented by the Office in December 2013, to refuse registration of paper documents state customers would have been on June 1, 2014. However, the terms have been adjusted, and now the first electronic tenders shall be held on January 1, 2015.

This level of efficiency of trading can be attributed to technical failures in the course of trading, which are the result of the virtual absence of competition in this market, as the proportion of participants remained stable. In addition, according to some operators in the past five years there has been very many changes in the IT-sphere, and there is an urgent need to conduct re-accreditation of electronic marketplaces for public procurement.
