Create a contract service

The first version to create a service contract - changes in the schedule of the customer, it mean adoption of new staff  based on the calculation of corrections for existing or increased staffing levels. Number of units (at least two), as well as the size of their salaries, defined by the customer. Headed by a full-time contract service with the head of the structural unit.
