FAS: the customer is not obliged to look for two manufacturers from the RFPP when describing the purchase

The Federal Antimonopoly Service of Russia clarified that the current legislation on the contract system does not oblige the customer to form a description of the object of purchase so that it corresponds to the products of at least two manufacturers included in the Register of Russian Industrial Products (RRPP). 

At the same time, the customer has the right to independently determine the functional, technical and qualitative characteristics of the product, based on their needs and purchase objectives, guided by Law No. 44-FZ. It is important that such requirements do not limit the number of participants and competition.
