The government has approved new requirements for the localization of industrial robots and introduced points for artificial intelligence.
The Government of the Russian Federation has adjusted the rules for confirming the production of Russian industrial products (Resolution No. 719). The document sets out detailed requirements for the localization level of articulated, collaborative, and delta robots, including assembly, testing, and use of domestic gearboxes, servomotors, cables, and software.
To recognize robots as Russian products, gradually increasing minimum scores have been introduced:
– from May 1, 2026 – from 43 to 45 points, depending on the type
– from 2030 – from 65 to 90 points.
– Radio-electronic products that meet the criteria of artificial intelligence receive an increasing coefficient of 1.25 points.
In addition, the procedure for maintaining the register of Russian industrial products has been simplified: now, at the request of the applicant, it is possible to quickly change the name, address and banking details without full verification. Information about software and product belonging to the field of AI has been added to the registry.
