The Ministry of Industry and Trade proposes to strengthen the national procurement regime
The Ministry of Industry and Trade of Russia has developed draft amendments to the Decree of the Government of the Russian Federation No. 1875 regulating the national regime under 44-FZ and 223-FZ. The document is aimed at supporting domestic manufacturers of mining equipment and stimulating demand for Russian industrial products.
Appendix No. 3 includes additional types of industrial products, which require a minimum share of purchases of domestic production.
It is proposed to include certain types of mining equipment in the list, including:
• conveyors (scraper, roller, screw, etc.)
• elevators and lifts
• conveyors for underground work
• tunneling combines
• machines for sorting, screening and washing ore and minerals
For these items, the project introduces an 80% minimum share of purchases of domestic products.
The planned effective date is July 1, 2026.
