Procurement in the field of scheduled transportation: a new procedure for determining the NMCC and the contract price has been approved
The Russian Ministry of Transport has approved a new procedure for determining the initial maximum contract price and other cost indicators for purchases in the field of regular passenger and baggage transportation by road and urban land electric transport. The corresponding order No. 402 dated 11/19/2025 was officially published on February 9, 2026.
It sets out the rules for calculating:
– the initial (maximum) contract price;
– the prices of the contract concluded with the sole supplier;
– the initial unit price of the transport service.
The order comes into force 10 days after the date of its official publication (February 9, 2026).
At the same time, the previous regulatory document, Order No. 351 of the Ministry of Transport of the Russian Federation dated 10/20/2021, is recognized as invalid.
