The Russian Ministry of Finance recalled the use of the "business reputation" indicator in procurement
According to the position of the Ministry of Finance, when evaluating applications, the customer has the right to set the "business reputation" indicator as part of the "qualification of procurement participants" criterion. However, its application is strictly formalized.
What the customer needs to remember:
The source of the assessment is solely the quantitative value of the business reputation index assigned to the participant in accordance with the national standard (GOST R 7100-2023). You can't use subjective reviews or arbitrary ratings.
Mandatory requirements in the documentation:
– Specify a specific document that the participant must provide to confirm the index.
– List the types of OKVED activities related to the subject of purchase for which this index has been assigned.
The "business reputation" indicator is not a general characteristic, but a strict formal parameter. It can only be applied through the national index and the documents provided by the standard.
