National treatment: The Ministry of Finance explained which purchases are included in the annual report
The Ministry of Finance of the Russian Federation explained the procedure for the formation of an annual report on the volume of purchases of goods of Russian origin, works, services performed and provided by Russian persons, provided for by the legislation on the contract system.
The Agency pointed out that when forming the report, goods, works and services are taken into account, which were accepted in the reporting year, regardless of whether the protective measures provided for by the Decree of the Government of the Russian Federation dated December 23, 2024 No. 1875 were applied or not applied during their purchase.
The report includes information about the names of goods, works, and services and their codes according to OKPD2, including with respect to goods supplied during the performance of work or the provision of services. At the same time, the existence of exceptions to the national regime, the failure of restriction mechanisms, or the purchase from a single supplier does not affect the obligation to include such items in the report.
The Ministry of Finance emphasized that the report is generated by customers based on the fact of acceptance in the reporting year, and not on the fact of the application of prohibitions, restrictions or advantages in the procurement process.
