Updated the rules of the national regime for software and industrial products
The conditions for including software in the Russian and Eurasian registries have been expanded. It must be compatible with at least two trusted operating systems. For inclusion in the Russian register, there is also a requirement for state-owned companies to confirm the commercialization of their software solutions. At the same time, the share of income from sales to persons affiliated with a state-owned company should not exceed 30%.
The compatibility condition will apply for office software from September 1, 2026, for maintenance programs, virtualization tools, cloud and distributed computing tools, and some others from January 1, 2027, and for applied, industry-specific application software, information security tools, data processing and visualization from June 1, 2027..
The requirements for software copyright holders - commercial organizations - have been clarified.
The requirements for confirming the origin of software under the national procurement regime have been adjusted. Registry entries must contain information about compliance with the requirements for trusted software.
The decree comes into force on March 1, 2026.
