FAS to use artificial intelligence to combat cartel collusion

In Russia, a state information system will be created that, using artificial intelligence, will help the Federal Antimonopoly Service in the fight against competition-limiting agreements, including cartel agreements in the field of state and municipal procurement. The corresponding regulation on the state information system "Antikartel" was approved by the Government of the Russian Federation.

The AI system will

automatically scan trading data on a daily basis

analyze information about business entities and commodity markets

to identify the risks of concluding anticompetitive agreements

The FAS of Russia will become the operator of the new GIS.

The Antikartel system is hosted on the GOSTECH platform and currently automatically processes 9.6 million trades based on 20 technical and behavioral criteria. At the beginning of 2026, artificial intelligence technology will be introduced into it. This will allow us to find new collusion schemes that were not previously known.
