Today, Tatar-inform News Agency hosted a press conference at which Chairman of the State Procurement Committee of the Republic of Tatarstan Marat Ziatdinov and Director General of the Procurement Development Center JSC Niyaz Gazeev presented the results of procurement in the Republic of Tatarstan for 11 months of 2025.
During the reporting period, the republic's customers published procurement notices totaling more than 270 billion rubles, and contracts worth 262.3 billion rubles were concluded. Budget savings amounted to 5.3 billion rubles.
Key areas of procurement system development
During the press conference, Marat Ziatdinov noted the most important innovations in the procurement legislation of 2025, including the unification of the national regime and digitalization of procurement procedures.
"The legislation establishes a complete ban on the purchase of foreign industrial goods and foreign software in the presence of Russian analogues. This significantly strengthens the course towards import substitution and support for domestic producers," the head of the State Committee emphasized.
Procurement structure
The sectoral structure of purchases was distributed as follows:
- 71% (more than 195 billion rubles) — construction sector
- 10% (10.97 billion rubles) — purchases of medicines and medical products
- 2.5% (6.73 billion rubles) — manufacturing products
- 1.67% (4.57 billion rubles) — information technology sector
The largest contract signed in the amount of 2.84 billion rubles is related to the construction of roads, the customer was Glavtatdortrans State Enterprise.
Support for domestic producers
More than 8 thousand items of domestic production are represented in the Regional Information system in the field of procurement. Special attention is paid to the support of republican producers.
"In 2025, we continued and expanded our work to support the Mendeleev Plant, which produces compatible cartridges. The State Committee has worked out 1.5 thousand positions and announced purchases worth 25.5 million rubles," Ziatdinov said.
Yelabuga-made vehicles from MTZ-Tatarstan and Sollers Atlant companies are also being actively purchased.
Digitalization of procurement procedures
In 2025, a phased transition to digital contracts with single suppliers began. The Republic of Tatarstan took an active part in pilot projects of the Federal Treasury on digitalization of procurement, for which it received gratitude from federal agencies.
National projects
Procurement plays a key role in the implementation of national projects. For 11 months of 2025, 430 contracts worth more than 27 billion rubles were signed within the framework of national projects. The largest amounts were realized under the projects "Infrastructure for life", "Youth and children", "Long and active life", "Family".
Professional development of specialists
In 2025, the State Committee jointly with the Procurement Development Center of the Republic of Tatarstan held 61 educational events involving about 2,000 specialists. Special attention is paid to zonal educational seminars in the municipal districts of the republic, which the State Committee initiated in 2024. The educational initiative included more than 1,676 representatives of customers and suppliers from 44 municipalities.
"We have launched a unique project called The Buyer. A new generation" aimed at training novice specialists in the field of procurement. Five graduates of the program have already been employed. Two specialists will join the ranks of the Luhansk People's Republic by combining our program with the Unity Bridge project of the Youth Government," said Marat Ziatdinov.
Centralization of procurement
In 11 months, the State Committee has carried out more than 600 centralized purchases worth almost 5 billion rubles. About 70% of the contracts are concluded with republican suppliers, which provides additional support to local businesses.
