On the procedure for procurement in the current financial year due to the amount of financial support for the next year and the planned period
In connection with the adoption of Federal Law No. 426-FZ dated 11/28/2025 "On the federal budget for 2026 and for the planning period of 2027 and 2028", we remind you that the GIS EIS PROCUREMENT provides for the possibility of procurement in the current financial year due to the amount of financial support provided for procurement in the next financial year and planning period.
Thus, if the customer needs to make a purchase in 2025 at the expense of the newly increased budget commitment limits of 2026, it is necessary to include information about such a purchase in the procurement schedule for 2026 and the planning period of 2027 and 2028, taking into account the specifics:
– in the field "The planned year of posting a notice(s) on the purchase or an invitation(s) to participate in determining a supplier (contractor, performer) or concluding a contract(s) with a single supplier (contractor, performer)", the year 2025 is indicated.
– in the block "The amount of financial support for the purchase (rubles)" — the amounts of planned payments are indicated in the context of 2026 and the planned period of 2027 and 2028. It is not allowed to specify the amount of financial security for 2025.
– the first two digits of the purchase identification code will correspond to 2025.
