From December 9, 2025, the CTP tariff corridor will expand by 15% in both directions for all types of transport, except motorcycles, for which the borders will be shifted by 40%. This is provided for by the instruction of the Bank of Russia.
For ordinary car owners who take out insurance for cars used for personal purposes, the tariff corridor has not changed for more than 3 years (since September 2022). During this time, the average CTP payout increased 1.5 times. In just 9 months of 2025, it increased by 16% compared to the same period last year. At the same time, the average cost of a CTP policy in January – September of this year, on the contrary, decreased by 4%.
The indication of the regulator also updates the values of the territorial coefficient (CT). It decreases for 20 territories and increases for 28.
As for Tatarstan, the coefficient remained at the same level. In Kazan, it was 1.7. In Naberezhnye Chelny, it was 1.56. In Almetyevsk, Nizhnekamsk and Zelenodolsk – 1.24. In Yelabuga – 1.16. In Bugulma, Leninogorsk, Chistopol – 1. In other cities and rural settlements – 1.08.
Recall that the main guideline for calculating the insurance premium, as before, remains the base rate of the Central Bank. This amount is then multiplied by the territory coefficient (CT), which is determined by the regulator based on accident statistics and traffic density in each region.
