New EIS functionality
In the unified information system in the field of procurement, the procedure for sending draft electronic agreements on changing the terms of the contract formed in the Unified information system to the personal account of the control body has been adjusted.
The draft supplementary agreement is to be submitted for control in the following cases::
Unstructured drafts of additional agreements (in the form of an attached file) are sent for control in all cases.
Structured drafts of additional agreements are sent for control if there are changes in them regarding the electronic contract in terms of:
- the object of purchase;
- the source of financing (budget classification codes, types of expenses, target items, capital facilities
- construction and real estate);
- the amount of the advance payment.
The control body verifies such information in accordance with sub-paragraphs "d" and "e" of paragraph 11 of the Control Rules approved by Decree of the Government of the Russian Federation dated 08/06/2020 No. 1193.
To work with the functionality for the organization's employees, it is necessary to establish the right to "Control electronic contract projects" in the "Administration" section. The right is granted to users with the authority of the "Head of the organization" or "A person authorized by the head to identify persons and actions carried out by such persons on behalf of the organization in the Unified Information System and on the ETP (Organization Administrator)".
