Today, Chairman of the State Procurement Committee of the Republic of Tatarstan Marat Ziatdinov delivered a report to the heads of rural settlements who are studying at the Higher School of Public and Municipal Administration of the KFU. During the lecture, the Chairman of the committee spoke about the public procurement system in the republic and shared his practical experience with the participants of the educational program. The training takes place under the program "Rural Management Strategy: an integrated approach".
"The work of the head of the settlement is always a multitude of challenges related to the development of the territory, the support of people, the solution of daily and strategic issues. And one of your most important tasks today is to organize effective procurement," said Marat Ziatdinov.
The Chairman of the committee stressed that public procurement is not only a mechanism for purchasing goods and services, but also a powerful tool for developing the territory, improving the quality of life of people, attracting investments and supporting local entrepreneurship. According to him, the procurement system in Tatarstan has become one of the components of effective public administration and the republic's high positions in Russian ratings.
During his speech, Marat Ziatdinov spoke in detail about the structure of Tatarstan's procurement system. The State Procurement Committee for Government Customers and Autonomous Institutions conducts centralized purchases of goods and services according to a special list, which includes 16 items. This approach reduces the risk of errors, enhances control, and allows you to achieve budget savings by combining purchases.
The report paid special attention to the support of small and medium-sized enterprises. According to the results of the 3rd quarter, Tatarstan is one of the three leaders in terms of purchases from SMEs in Russia.
Marat Ziatdinov also elaborated on the digital solutions being implemented in the republic's procurement system, including the Regional Procurement Information System project, which already unites 8.5 thousand active users.
In conclusion, the Chairman of the committee spoke about the implementation of the educational program "Buyer. A new generation" for students and aspiring professionals. In 2025, 34 students and 2 young professionals with less than 1 year of work experience participated in the project, five graduates have already been employed in government agencies. In addition, since 2024, the committee has been conducting a large-scale professional development program in the field of procurement. These initiatives make it possible to form a professional community and improve the level of personnel training for the public procurement system of Tatarstan.
"Over the past period, we have trained more than 1,600 representatives of customers and suppliers from 44 municipalities of Tatarstan. We are always ready to provide the necessary methodological support, information and consulting assistance in order to minimize the risks of violations and ensure the effective use of budget funds," Marat Ziatdinov assured.
