The State Duma adopted a law on clarifying the payment procedure for government contracts when withdrawing LBO

In 2025 and 2026, when federal budget limits are withdrawn, customers will pay for contracts (their stages) no later than 7 working days after the date of bringing the new limits on budget obligations (LBO) for allocations from the government's reserve fund (Part 18 of Article 14 of the draft).

The regulation applies in cases where:

– the limits have been withdrawn due to the projected non-fulfillment of procurement obligations in 2025, which are scheduled to be fulfilled in 2026;

– the acceptance documents were signed during the period between the withdrawal of the LBO and the introduction of new limits from the reserve fund.

The innovation will enter into force from the date of publication of the law (part 1 of Article 17 of the draft).
