The Ministry of Industry and Trade of Russia has prepared three new packages of amendments to the Decree of the Government of the Russian Federation No. 719
The Ministry of Industry and Trade of Russia has submitted for public discussion three major draft amendments to Resolution No. 719 "On confirmation of the production of Russian industrial products." The documents cover several key industries at once – the elevator industry, engineering in new regions, and high-tech equipment for the electronics industry.
Adjustment of requirements for passenger elevators
The Ministry of Industry and Trade proposes to update the criteria for classifying passenger elevators as Russian industrial products.
Major changes:
the list of key components has been updated (for example, elevator guides have been included);
the requirements for the control controller have been clarified (transition period until 2027);
The minimum number of points is gradually increasing: 120 points — until 31.12.2026 and 145 points — from 01.01.2027.
The amendments are aimed at updating technological requirements and preserving the ability of Russian manufacturers to enter the register of the Russian Chamber of Commerce and Industry.
Preferential coefficient for the products of enterprises in new regions
A separate project provides for the introduction of increasing coefficients (1.3–2) when calculating points according to Resolution No. 719 for products produced in the territories of the DPR, LPR, Zaporizhia and Kherson regions.
The coefficient applies to products included in sections I, V, VI and XV, including:
machine tool products,
mining equipment,
energy equipment,
certain types of industrial machinery.
The coefficients will be applied from 2026 with their gradual reduction by 2030.
The measure is aimed at integrating enterprises of the new subjects of the Russian Federation into the system of the national regime of 44-FZ and 223-FZ, as well as at simplifying the inclusion of products in the register of the Russian Federation.
New criteria for high-tech equipment for the electronics industry
The third project, one of the most extensive, introduces a detailed scoring system for special technological equipment used in the production of electronic products. We are talking about items related to OKPD2 28.99.20, including:
epitaxial installations,
lithography equipment,
ion implantation installations,
equipment for CVD/PVD processes,
plants for growing boules,
equipment for heat treatment of plates,
laser and polishing plants.
For each type of equipment:
mandatory technological operations
are established, the list of nodes and components manufactured in the Russian Federation is detailed
, the minimum required number of points is introduced, increasing gradually until 2032.
The amendments implement the objectives of the Strategy for the Development of the Electronic Industry of the Russian Federation and are aimed at stimulating deep localization of critical equipment.
