The Russian Ministry of Finance clarified the procedure for describing goods in the purchase notice
The Ministry of Finance of the Russian Federation provided explanations on the registration of procurement notices under Part 12 of Article 93 of Federal Law No. 44-FZ. As the ministry recalled, a closed list of information and documents included in the notification of such a purchase has been established (Letter No. 24-06-06/91154 from the Ministry of Finance of the Russian Federation dated September 19, 2025). At the same time, the inclusion in the specified notification of an electronic document with a description of the object of purchase in accordance with art. 33 of Law No. 44-FZ is not provided. Accordingly, since when making purchases in accordance with Part 12 of art. 93 of Law No. 44-FZ does not provide for the formation of a description of the object of purchase, the specifics of describing certain types of procurement objects established by Part 5 of Article 33 of Law No. 44-FZ do not apply in this case.
For reference: at the moment, the specifics of the description of certain types of goods during purchases have been approved, including:
- test strips for determining blood glucose (Decree of the Government of the Russian Federation No. 10 dated January 12, 2023);
- products with environmental requirements (Decree of the Government of the Russian Federation dated July 8, 2022 No. 1224);
- medicines for medical use (Decree of the Government of the Russian Federation dated November 15, 2017 No. 1380).
These clarifications will help procurement participants to correctly form notifications in accordance with the current legislation of the Russian Federation.
