The Russian government is preparing amendments to Decree No. 1875, designed to remove barriers to the application of the national regime in the procurement of medical devices, as well as multiply the share of purchases of Russian ATMs.
What will change for medical products?
Since 2023, a point system has been in effect to confirm the localization of medical equipment production. However, the register of Russian industrial products still contains valid entries issued before the introduction of this system — on the basis of ST-1 and CCI examination acts. Such records do not contain information about the number of points, which is why customers refuse to apply the national regime to them according to the norms of Resolution No. 1875.
Now the government is proposing to temporarily remove the mandatory requirement for points until December 31, 2026. This will help to maintain competitive conditions for Russian manufacturers whose products formally meet the requirements, but were registered before the new rules were introduced.
What about ATMs?
Against the background of a stable demand for ATMs — up to 13 thousand units per year — it is proposed to increase the minimum share of purchases of domestic devices from 5% to 50%. The decision was supported by the Ministry of Industry and Trade, the Central Bank, the Ministry of Finance and the manufacturers themselves. ATMs with a recycling function will also be included in purchases.
