Putin supports increased control over purchases: "Life must comply with the regulatory framework"

President Vladimir Putin agreed on the need to tighten control over compliance with the requirements for the use of domestic components in public procurement. The initiative was voiced at a meeting with business on May 26 by Andrey Kanunnikov, Chairman of the Board of Directors of Kursk Electrical Equipment Plant.

The entrepreneur recalled that since the beginning of 2025, new norms of the national regime aimed at protecting Russian manufacturers have entered into force. However, according to him, some customers are still replacing domestic equipment with imported ones, taking advantage of legal loopholes. He proposed to strengthen control over the fulfillment of the requirements.

"I completely agree here," the president said. — All these regulatory tools that [we] are introducing are aimed at supporting domestic producers. It is clear that sometimes it is not so easy to determine what is domestic, because under the guise of domestic components they import [imported], then they screw it up, and it turns out that it is not domestic at all."

Putin instructed the Ministry of Economic Development to improve the relevant control mechanisms and suggested that specific cases of circumvention of the rules be referred to Maxim Oreshkin, Deputy head of the presidential administration. He also asked whether the supervisory authorities record violations related to the use of non-localized products, and received an affirmative answer.

"They see it, but they just don't comply with the government decree?" said Putin. "Of course it is. That's why we're asking for control, we're asking for the opportunity to strengthen control," Kanunnikov replied.

Minister of Economic Development Maxim Reshetnikov noted that the ministry usually avoids taking on additional supervisory functions, shifting them to state corporations. Putin objected to this:

"We avoid control functions so that they are not interfered with by administrative structures. But here, on the contrary, we need to help with this control function. We need to do this."

The President also instructed Finance Minister Anton Siluanov to involve the Federal Antimonopoly Service in solving the problem.:

"Anton, with FAS and with anyone. It's just necessary that life conforms to the regulatory framework that has been created in this regard."

Context: Changes in the rules of the national regime from 2025 are aimed at limiting the participation of foreign goods in public procurement and expanding the sales market for localized Russian solutions. However, practice shows that bans are circumvented through assembly schemes and document substitution, which makes procurement control a key issue in ensuring technological sovereignty.
