"State order as an instrument of anti-corruption policy": HSE educational program launched

On May 5-6, the Higher School of Public and Municipal Administration of Kazan Federal University launched a professional development program on the topic "State procurement as an instrument of anti-corruption policy." The opening of the event was attended by Iskander Bagautdinov, Deputy Chairman of the State Procurement Committee of the Republic, Andrey Bedengov, Deputy Head of the Department of Civil Service and Personnel under the President of Tatarstan, and Natalia Aksenova, Deputy Director of the Higher School.

In his address to the audience, Iskander Bagautdinov emphasized the importance of ensuring fair competition in the public procurement process.

"The contract system is aimed at creating equality between all procurement participants. The principle of fair competition and the fight against corruption are the priorities of our committee. We strive to ensure transparency and openness of state and municipal procurement," he stressed.

The program participants studied the state procurement policy of Tatarstan together with the representative of the State Procurement Committee of the Republic of Tatarstan, Regina Mukhamedzyanova. They reviewed the current regulations and the activities of regional authorities in the field of public procurement.

Ilnar Magdanov, Deputy Head of the Procurement Support Department at the Procurement Development Center of the Republic of Tatarstan, introduced the audience to the rules for describing procurement objects and methods for calculating the initial maximum contract prices. Participants will also gain knowledge about the possible risks of corruption in public procurement and measures to minimize them.

Darina Troshagina, Head of the Legal Department of the RT Procurement Development Center JSC, will talk about the practice of conducting claims and litigation related to the execution of state and municipal contracts.

The program includes presentations by representatives of the Office of the Raisa of Tatarstan on Anti-Corruption Policy, the Accounts Chamber of the Republic, the Treasury Department of the Ministry of Finance of Tatarstan and other experts.

The final stage of training includes certification electronic testing.
