Expert: In 2025, public procurement will be focused on domestic producers

The key innovation of this year in the field of public procurement is the unification of the national regime. The federal law has adjusted the norms of two basic procurement laws in this direction, Chairman of the State Procurement Committee of the Republic of Tatarstan Marat Ziatdinov said at a press conference in Tatar-inform.

"The emphasis is on providing advantages to Russian manufacturers and supporting the domestic economy," Ziatdinov stressed.

According to him, a complete ban has been imposed on the purchase of foreign-made industrial goods for state and municipal needs, as well as on software, which has analogues in the country.

The experts paid special attention to antimonopoly issues. The bottom line is the regular wins in tenders of the same companies. However, they explained that such a situation is the norm, as it concerns tenders, the so–called "first-hand".

"For example, if a road company has an asphalt plant in the area, then it is clear that it will win, because it has much lower costs for logistics and so on. You're not going to carry a factory around the country with you. Or the construction company of the district is also likely to win the tender for the construction of a building in the area," said Yakov Geller, General Director of the Agency for State Order of the Republic of Tatarstan.

Continuing the thought, he noted that directly during construction, it will be necessary to purchase materials and equipment for work, and then "second-hand" tenders are already entering. But they have very high competition – more than 15 companies for almost every one.
