The Russian State Duma has approved the extension of a number of anti-crisis measures in the field of public procurement, which will maintain flexibility and simplify processes for customers in 2025.
Key changes include the retention of turnkey procurement, the extension of the ability to adjust contracts, and additional conditions for non-competitive procedures.
Turnkey construction purchases
Until January 1, 2026, customers will be able to conduct turnkey construction purchases. This measure will allow to continue the implementation of complex projects without unnecessary administrative barriers.
Contract adjustments
Until the end of 2025, the right remains to change the volume of supply of medicines, medical devices and consumables under the contract by 30% at the customer's suggestion. It will also continue to be possible to change the terms of contracts due to unforeseen circumstances, if their execution has become impossible. This will also apply to contracts concluded before 2026, without changing the existing mechanism.
Non-competitive purchases
By the end of 2025, it is proposed:
- to preserve the right of individual customers to ignore the limit of the annual volume of small purchases of 50 million rubles;
- to provide the Government with the opportunity to establish additional cases and procedures for conducting purchases from a single supplier.
Electronic requests for quotations
Starting from January 1, 2026, it is planned to permanently remove restrictions on the annual volume of purchases conducted through electronic requests for quotations. The temporary cancellation of the limits is valid until the end of 2026.
