The Russian Ministry of Transport has prepared a draft of a new procedure for determining the initial contract price, the contract price for purchases from a single supplier, as well as the regulatory costs for regular transportation of passengers and luggage by road and urban land electric vehicles. The current methodology will be abolished.
Among the key innovations is the requirement to adjust the contract price if the calculation according to the new rules shows its excess over the budget commitment limit. Adjustments can be made, among other things, by reducing the volume of traffic.
The draft also suggests an approach to calculating the price of contracts with an indefinite volume of services. The changes will also affect individual elements of the methodology, such as calculating the maximum cost of operating vehicles. One formula will be used for buses and electric buses, and another for trams and trolleybuses, if the contract provides for a fixed price.
The average market value of new vehicles will continue to be determined based on at least two supplier proposals. At the same time, it is planned to clarify the rules in case fewer offers are received.
Additionally, the cost of purchasing and installing additional equipment, such as air conditioners, will be included in the calculations.
The project is undergoing public discussion until July 17.
