Hearings of the budget of the Republic of Tatarstan – 2025

Parliamentary hearings on the draft republican law "On the Budget of the Republic of Tatarstan for 2025 and for the planning period of 2026 and 2027" were held in the State Council. Chairman of the State Council Farid Mukhametshin, First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin, Deputy Chairmen of the State Council Marat Akhmetov and Yuri Kamaltynov, deputies of the State Council, heads of relevant ministries and departments, public organizations took part in the discussion of the main financial law of the Republic. Leonid Yakunin, Chairman of the Committee on Budget, Taxes and Finance, held parliamentary hearings.

Parliamentary budget hearings are traditionally held with broad public participation. The live broadcast of the meeting was organized on the official website of the State Council and on the social networks of the parliament.

Opening the parliamentary hearings, Chairman of the Committee on Budget, Taxes and Finance Leonid Yakunin recalled that the discussion of the draft budget of the republic for 2025 and the planning period of 2026 and 2027 was held in parliamentary committees in relevant areas, as well as in the Government of the republic with the participation of representatives of municipal districts and urban districts.

The forecast of socio-economic development of the Republic for 2025 and the planning period of 2026 and 2027 was presented by Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy Midkhat Shagiakhmetov. The gross regional product in 2025 is projected at 102.9% in comparable prices to the previous year, in 2026 – 102.6%, in 2027 – 102.7%, the industrial production index is projected in 2025 at 103.1%. The number of small and medium-sized businesses in 2025 will exceed 184 thousand. In 2025, it is planned to increase real wages at the level of 103.2%.

The main parameters of the republic's budget for 2025 and for the planning period of 2026 and 2027 were presented by the Minister of Finance of the Republic of Tatarstan Radik Gaizatullin. According to the Minister of Finance, it is planned that income tax in 2025 will amount to 128 billion rubles, personal income tax – 186 billion rubles (to the budget of the republic – 130.2 billion rubles), excise taxes – 45 billion rubles (to the budget of the republic – 43.4 billion rubles), corporate property tax – 41.6 billion rubles, land tax – 8.9 billion rubles, tax on total income – 35 billion rubles, property tax on individuals fully credited to the budgets of municipalities – 3 billion rubles. Non–tax revenues of the consolidated budget are projected to amount to 29.7 billion rubles, to the budget of the republic - 24 billion rubles.

The total amount of expenditures of the republic's budget under the section "National issues" for 2025 is projected to amount to 57.2 billion rubles, "National Economy" – 97.2 billion rubles, "Environmental protection" – 443 million rubles, "Education" – 104.4 billion rubles, "Culture, cinematography" – 12.6 billion rubles, "Healthcare" - 47.6 billion rubles, "Social Policy" – 62.1 billion rubles, "Physical culture and Sports" – 5.9 billion rubles.

The budget of the republic for 2025 is determined in the amount of 425.5 billion rubles in revenue, 439 billion rubles in expenses, and the deficit will amount to 13.5 billion rubles.

Following the results of the parliamentary hearings, recommendations have been developed, which will be taken into account without fail in further work on the draft budget. A summary opinion will be prepared by the Committee on Budget, Taxes and Finance in the near future. Then the draft law on the budget of the republic for 2025 and the planning period of 2026 and 2027 will be considered at the next meeting of the State Council in the first reading.
