In the third (final) reading, the State Duma adopted a draft law aimed at simplifying and unifying the rules for procurement using the national regime within the framework of Law No. 44-FZ and Law No. 223-FZ.
In particular:
- the "second superfluous" mechanism in case of an application for participation in the purchase of domestic products
- application of a 15% preference in relation to the supply of domestic products
- a new report on the volume of purchases of goods of Russian origin, works, services, respectively, performed and provided by Russian persons, with a deadline of February 1 of the year following the reporting year
In addition, the bill introduces the following amendments to Law No. 44-FZ and Law No. 360-FZ:
- the quorum of the acceptance commission has been established.
- the deadline for the entry into force of the norm on the conclusion of agreements on the amendment (termination) of the contract using GIS EIS PROCUREMENT has been postponed to 1.04.2025
- the features and transitional provisions regarding the conclusion of digital contracts with a single supplier have been established It is planned that the changes will come into force on 01.10.2024, with the exception of certain provisions.
